In accordance with the grant application requirements, the target group of the project consists of homeless people who are over 18 years old when joining the project, not reaching old age pension within 5 years, are inactive or registered job-seekers not receiving unemployment benefit, have low qualifications or do not have an up-to-date vocation.
Primary target group:
- those who have not finished elementary school,
- those who have not been employed for at least 5 years when joining the project or do not have any work experience (at least 50%),
- inactive persons who are not registered either at the Labour Office or at BMSZKI’s records (15%),
- Roma people (20%)
- women (37%).
Members of the primary target group (a-e) enjoy priority at recruitment. We intend to engage members of group e) at a higher rate than their actual proportion within the homeless population. Members of priority target group d) will also be engaged in a higher rate than their estimated proportion in the whole population.
To sum up shortly: We intend to engage those users in the program for whom most used instruments have failed up till now and who require more intensive help integrating more elements that support employability and independent life skills. For homeless people, the basis and main condition of social integration is secure housing (independent in the long-term). They only have a chance to sustain housing if they are employed. Members of the target group of the project either do not have a regular monthly income or it is extremely low (such as regular social benefit), therefore income from employment can primarily provide a basis for stable housing – either at a hostel as a first step or independently housed in a rental or social housing permanently in the long term.
